Reuse of data is one thing, componentising systems to all for composition and recomposition of services, changing how we build to make things better - all the things we need to do to get a 1st class digital state involve specifying and scrutinising non-functional requirements - and we have no state infrastructure or organisation to do that - we get ad-hoc initiatives started 3 or 4 layers down the hierarchy which give partial success until a change of government, change of minister, change of perm sec/DG or somebody just retires and it goes to pot...
